Protection and Supervision of Certain Children Under the Age of Eighteen (Minors)

- Purpose
The Board considers the legal, moral and ethical issues involved with the presence of children under the age of eighteen ("minors") who participate in activities and programs sponsored by the institutions of higher education and other entities under the governance authority of the Board, and the presence of minors at programs which are conducted by third parties using the property or facilities of the institutions of higher education and other entities under the governance authority of the Board, to be matters of particular importance. - Policy
The Board hereby directs each of the institutions of higher education and other types of entities under its governance to adopt detailed policies intended to provide for the adequate protection and supervision of such minors. - Such policies are directed to be applicable to:
- All activities and programs involving minors sponsored by any institution or entity under the governance of the Board on the property and facilities of such institutions and entities
- All activities and programs involving minors sponsored by any institution or entity under the governance of the Board at other locations; and
- Activities and programs which are conducted by third parties using the property and/or
facilities of the institutions of higher education and other entities under the governance
authority of the Board.
- The Board further directs that such policies may except situations in which minors
are enrolled as students at the institutions of higher education governed by the Board,
as such matters would be governed by each institution's general policies related to
students, or to general public events where parents/guardians are invited/expected
to provide supervision of minors.
- Each institution under the governance of the Board shall present policies as referenced
in this Board Policy for review and approval by the Board.
